Either of these would work. The Navigator upgrade would give you the following:

2 activations for Import 3rd Party Maps (PC)
2 activations for Import 3rd Party Maps (Mobile)
2 activations for Classic Map Compatibility (PC)
2 activations for Classic Map Compatibility (Mobile)

What does "2 activations mean"? I want to buy a license that let's me use the maps I have on the device and when necessary upload others from my pc when I need them. Basically whatever the time limited license I have running at the moment I want to buy it so it is no longer time limited. If this makes sense.
Can you tell which license I need to buy to achieve this?

That means you can use it on two devices (say iphone and ipad) at the same time. It is possible to change to a new device by "migrating" the license. That does not count as an activation.

The Import Maps resource does not limit the number of third party maps you can load, and it does not expire.
