I've bought the England and Wales 1800s CD, registered the serial number and clicked on 'activate' and it says it is fetching the blocks, but they're all pixellated - what am I doing wrong?

With each "pass", you should see the image improve. Do you see this? Does the number of blocks remaining reduce as time passes?
