That image is only 800 pixels high (i.e. about 1 mile per pixel), so (if you can't find anything better) I'd be inclined to "expand the canvas" to at least several thousand pixels, if you can, in an image processing application such as PaintShopPro, before calibration. Maybe also cut/paste the Orkney/Shetland isles to their correct location.
An alternative solution would be to create an overlay file containing closed routes around each paper map region. I started to do this by noting the corner GRs of the Landranger maps in the reference section of my local library, but it was just too much work for the whole UK (unless anyone can find a database of the paper map boundaries).
